Description

Supervises the Real Time Control and Data Acquisition team within the Energy Control and Data Acquisition department. Responsibilities include supervision and performance management of staff, support of the processes and technology necessary for team effectiveness, and coordination of activities with other teams and departments within System Operations, the FOC and our Members. Assists Manager with managing budget and monthly budget projections. Responsibilities may also include, but are not limited to, the following: Managing the Operational Data Flow from RTU's to System Operators and managing the State Estimation System Modeling; ensuring System Operators have the most accurate and up to date tools needed to monitor, control, and economically dispatch GTC, OPC and member assets. Other Duties as assigned by the Manager of Energy Control and Data Acquisition.

Job Duties:

  • Strategic Management - Seeks to understand the customer's business and their strategic initiatives; anticipates their requirements. Gathers information regarding the corporation's vision, objectives, resources, and limitations and develops departmental strategies to assist with reaching the corporation's initiatives based on this information.
    • Supervises the Real Time Control and Data Acquisition team within the Energy Control and Data Acquisition Department. Responsibilities include supervision and performance management of staff, support of the processes and technology necessary for team effectiveness, and coordination of activities with other teams and departments within System Operations. Assists Manager with managing budget and monthly budget projections. Other responsibilities specific to the team.
    • Vision - Employs vision to identify areas where the department can best support the corporation's, clients' or Members' strategic business objectives.
    • Organizational Readiness - Ensures the department's ability to manage change based on evolving business needs. Researches, develops, plans, and executes for the future based on industry and compliance requirements. As part of the corporate management team, identifies, manages, and is responsible for the effectiveness of the mitigations, activities, procedures, and controls to appropriately reduce risks to the corporation and to our customers. The risks and related mitigations may change from time to time. Ensures that business plans, business continuity and disaster recovery plans are current and executable.
    • Establishes and communicates clear goals and objectives.
    • Anticipates requirements, and provides leadership in the form of recommendations, reports, etc. to the GSOC Officers/Executive Management, Board Committees, and Board of Directors on team-related programs or projects for OPC, GTC, GSOC, or the Members.
  • Relationship Management - Create an environment where customers feel comfortable bringing issues, concerns, and opportunities to your attention, and where they desire to work cooperatively with you to resolve issues and explore new opportunities.
    • Manage and maintain relationships with the Members, OPC, GTC, and other departments and teams within GSOC. Maintain a high level of customer satisfaction with those to whom services are provided.
    • Assists with the Negotiate and manage external contracts related to Operational needs Hardware, Software, Services. Maintain good vendor relationships.
    • Understands Operators' requirements and stays apprised of their business needs, so as to provide the highest level of service possible.
    • Proactively builds and maintains a positive working relationship with Data Systems, Settlements, and Finance; Legal and Compliance; and Shared Services.
    • Develops Service level Agreements with other Teams and Departments as necessary to ensure business needs are met.
    • Communicates clearly, effectively, and on a timely basis.
  • Financial Management - Effectively manage costs through accurate budget planning and monitoring of costs.
    • Assist the Manager, ECDA with annual budgeting, monthly projections, and other tasks associated with maintaining a sound budget.
    • Produces critical information for developing budgets.
    • Develops Executive Summaries for purchases for approval by manager.
    • Assists in the development and administration of contracts and purchase orders.
  • Personnel Management - Identification, selection, and management of staff.
    • Supervises the Team resources. Review outstanding problems to ensure proper documentation and escalating procedures are being followed. Keep management informed of the situation and recommended action being taken.
    • Assist in the Development of and administration of a comprehensive personnel review program including performance reviews. Develop training needs for staff to address weakness and maximize strengths.
    • Ensures that experienced and knowledgeable personnel are hired and retained.
    • Monitors progress of associates' work to ensure that deliverables meet the expectations of management and clients and that performance is adequately documented.
    • Provides feedback to associates regarding their work, skills, and development
    • Recommends or initiates personnel actions, such as hiring, promotions, transfers, discharges, disciplinary measures, etc.
    • Trains associates to ensure optimum staff development and coverage plans are in place. Through cross-training, ensures that backup plans and resources are in place for contingency needs.
    • Complies with all legal, regulatory, and corporate requirements for personnel actions.
    • Assists in the selection of contractors and vendors for department needs and monitors their results to assure high-quality service delivery.
  • Leadership - Inspire others to achieve individual, department and corporate objectives
    • Communicates a vision, strategy, and initiatives that are clear, understandable, and inspires other to succeed.
    • Develops and manages individual and organizational performance to succeed and holds team and staff accountable.

    • Sets the pace of the team by establishing values and setting goals.
  • Administration - Manage the execution of routine departmental tasks
    • Provides team-level reporting, including a weekly summary of activities to Manager.
    • Administers RR&D program for the team.
    • Provides operational reporting on metrics/measurements.
    • Administers the execution of personnel-related tasks, e.g. timesheets, compensation, mid-year and annual performance reviews etc.
  • Operations Management - Ensure that daily operations are efficient and that the results of projects and processes are of the highest possible quality Responsibilities may also include one or more of the following:
    • Managing the Operational Data Flow from RTU's to System Operators.
    • Determines priorities for engineering/construction project support work to ensure project deadlines and End-to-End Test dates are met.
    • Coordinates and ensures that end-to-end testing has been conducted on all necessary assets per the Project prior to those assets being placed in service.
    • Coordinates with both Control Centers to ensure the Operators have the tools necessary to operate the Bulk Electric System safely and reliably BES.
    • Coordinates and ensures external projects affecting or involving the Real Time Control and Data Acquisition Team does not impact current engineering/project workflow.
    • Represents the Real Time Control and Data Acquisition Team internally within the ECDA Group and represents the Real Time Control and Data Acquisition Team and/or the ECDA Group externally to Vendors, Members, the Family of Companies and where Scada or Real-time Operational Data expertise is required.
    • Other Duties as assigned by the Manager of Energy Control and Data Acquisition.

Required Qualifications:

Education: Bachelor's Degree in Engineering or Engineering Technology.

Experience: Requires 10 or more years of experience with progression in responsibility. Experience may include SCADA/EMS system maintenance or infrastructure support, industrial control systems, information technology, or related technology areas, with at least 5 years of experience in a SCADA/EMS real-time operations role.

Equivalent Experience: Experience equivalent to a four-year college education plus 14 years of experience in a utility or real-time operations environment.

Specialized Skills: Good supervisory skills especially in the areas of training and coaching. Good conflict management and negotiating skills. Working knowledge of utility operations. Customer service orientated. Good communication skills. Ability to manage multiple activities simultaneously. Proficient with problem determination methodologies.

Travel: 10%. Travel may be required to provide support to our customer base located throughout the state of Georgia and to obtain training and/or attend seminars, etc.

Unusual Hours: Abnormal hours regularly required to support 24x7 operations.
