Operational Application Support Engineer (Level I - Senior)

Description

This position has responsibility for the security and operational readiness of GSOC's Operational Applications used by the Control Center Operators, FOC users and Members. The Operational Applications comprises all of the software and hardware in the primary and backup control centers, which make up the required operating tools used by GSOC's Transmission, Generation, Interchange and Scheduling Member Operations.

This position responds to any and all problems that affect or may affect the Operational Applications regardless of the time of day or the day of the week. This position directs others during emergency times, when the Operational Applications are threatened or some portions of the systems are not functioning. This position mentors, advises, and directs others in matters of security and system performance. This position advises the Manager, Operational Application Support in matters related to the performance, backup and maintainability of the Energy Management System, the Data Historian, the Scheduling Member System, and other crucial subsystems that comprise the Operational Suite of Applications.

Required Qualifications:

Education: Bachelor of Science in Electrical, Mechanical, or Computer Engineering, Computer Science, or similar related field of study as a minimum.

Experience:

Engineer I: Experience in related computer system support and development environment preferably. Experience in software development with increasing degrees of responsibility for the continuous operation of software development. Additional experience in Project Management, System Security, Application and System Design, Programming, Testing, Deployment, and Support is desirable.

Engineer II: Two years of experience in an on-call software and hardware support role for a Utility Energy Management System is required. Experience in related computer system support and development environment preferably. Also Experience in software development with increasing degrees of responsibility for the continuous operation of software development. Additional experience in Project Management, System Security, Application and System Design, Programming, Testing, Deployment, and Support is desirable.

Senior Engineer: Six years of experience in an on-call software and hardware support role for a Utility Energy Management System is required. Additional experience in related computer system support and development environment preferably. Individual should have four years' experience in software development with increasing degrees of responsibility for the continuous operation of software development. Additional experience in Project Management, System Security, Application and System Design, Programming, Testing, Deployment, and Support is desirable. Four years of experience in System Administration and System Support including Unix, Linux, Windows and/or IP based Network environments is desirable.

Equivalent Experience:

Engineer I: Four years of direct electric utility application development, support and system administration with direct and significant responsibilities related to industry specific applications and operations. Should have at least two years of significant utility related EMS project management experience and two years of Unix, Linux or Windows administration.

Engineer II: Eight years of direct electric utility application development, support and system administration with direct and significant responsibilities related to industry specific applications and operations. Should have at least four years of significant utility related EMS project management experience and four years of Unix, Linux or Windows administration.

Senior Engineer: Fourteen years of direct electric utility application development, support and system administration with direct and significant responsibilities related to industry specific applications and operations. Should have at least six years of significant utility related EMS project management experience and six years of Unix, Linux and Windows administration.

Licenses, Certifications, Registrations: Must be able to obtain and maintain Bulk Electric System Cyber Authorized Status as defined in GSOC's CIP Cyber Security Policy 301 and NERC Reliability Standard CIP 004 - Personnel Risk Assessment.

Specialized Skills: Experience in providing 24x7 support for the EMS, Data Historian, Scheduling Member Application, Tesla, as well as other operational applications that support the Control Centers. Knowledge and experience leading application development in one of the following environments: real-time control systems, relational database / transaction-based applications, or web-based development.

Experience in the following is required: Object Oriented Design and Analysis, Software & Database modeling tools e.g.: Rational Rose, System Architect Linux, UML, AIX administration, Windows operating environment, SQL administration or programming, Oracle administration or programming, Data Historical Archive Server, XML, HTML, COM/DCOM, Data Communications protocols and/or TCP/IP computer network communications.

Experience in project management in application development related projects and knowledge of MS Project is expected. Excellent organizational skills and customer/ team communications skills are needed to be successful.

Unusual Hours: Due to the critical nature and continuous operation of the Control Center this position will be on call every other week. While on call, this individual must be able to report to the office within one hour. This position is required to assist with the economic resolution of problems whenever contacted. At all times the individual will carry a company-issued cell phone. Whenever business travel requires being out of the area, the individual is required to carry their PC. The on-call support staff is responsible for correcting the problem, implementing a work around or devising a work around. This individual is empowered to take whatever appropriate actions required to correct the problem/issue impacting operations, properly weighing the potential cost to the business of taking no action in correcting the problem/issue against the cost of restoring the impacted operational applications.
